Overview

This position is responsible for the sourcing, acquisition, and administration of very complex, high dollar equipment as a member of BIWs Supply Chain organization. This position is built for highly motivated individuals who have the proven ability to rapidly and accurately perform subcontracts management tasks for a wide variety of contract types. Operating under the BIW Business Operating System (BOS), the Subcontracts Specialist ensures compliance with safety, quality, and performance standards while maintaining strong relationships with key stakeholders.

Responsibilities include, but are not limited to:

Safety Leadership:

  • Actively participate in safety initiatives and lead by example.
  • Influence and motivate the team to prioritize safety, fostering a positive safety culture.

Project Execution:

  • Negotiate agreement price and terms to reduce total costs and liability exposure consistent with company policies.

Prepare standard contract documentation (e.g., casefile memo, price analysis, negotiation plan and results) i/a/w departmental procedures.

  • Review supplier proposals and other documents for compliance with federal contract regulations (FAR, DFARS) and to align with departmental and company procedures.
  • Develop/compile solicitation documents and leads the sourcing and contracting process, including market research, proposal evaluation, source selection, and negotiations.

  • Monitor and assess supplier performance and initiates corrective action when supplier performance does not meet contractual obligations or company expectations.
  • Evaluate effectiveness of existing department strategies and make recommendations for improvement as needed.


Responsibilities

Supply Chain Specialist II

  • 2-4 years of direct work experience in Procurement / Supply Chain / Strategic Sourcing / Subcontract Management / Project Management or related field.
  • B/S or B/A Degree preferably in Business, Finance, or Supply Chain, or a related degree and comparable work experience.
  • Works independently with little supervision.

Supply Chain Specialist III

  • 5 - 7 yearsof direct work experience in Procurement / Supply Chain / Strategic Sourcing / Subcontract Management / Project Management or related field.
  • B/S or B/A Degree preferably in Business, Finance, or Supply Chain, or a related degree and comparable work experience.
  • Works independently with little supervision.


Qualifications

  • Basic understanding of the various phases of acquisition management and project management.
  • Experience evaluating legal terms (liability, indemnification, warranty) and formulating negotiation strategy to mitigate risk exposure.
  • Financial acumen sufficient to review unique proposals against history, budgets, established rates, and market indices to determine price reasonableness and to develop negotiation strategies.
  • Adept at using the Microsoft Office Suite (Outlook, Word, Excel, and Power Point).
  • Ability to articulate procurement summaries verbally and in writing.
  • Excellent organizational skills: ability to prioritize daily workloads and multi-task in a fast-paced environment required.
  • Ability to solve problems, manage schedules and adapt to changes.
  • Ability to work with others in a teaming environment.
