The Senior ServiceNow SAM Developer is responsible for designing, developing, and optimizing Software Asset Management solutions on the ServiceNow platform (SAM Pro preferred). This role combines deep technical expertise with strong domain knowledge of software licensing and IT Asset Management (ITAM) processes. The developer ensures that SAM capabilities are implemented using ServiceNow best practices-favoring configuration over customization, maintaining upgrade-safe solutions, and aligning with the Common Service Data Model (CSDM). This role partners closely with Product Managers, SAM Managers, architects, and analysts to deliver scalable, high-quality solutions that drive compliance, cost optimization, and automation.

This role ensures accurate software license management, compliance, optimization of software spend, and alignment with enterprise IT Asset Management (ITAM) and IT Service Management (ITSM) best practices. They directly support the optimization, implementation, and compliance alignment of SAM modules in ServiceNow SAM Pro Plus in alignment with CMS' strategic initiative to streamline asset management, achieve compliance, and optimize IT costs. This role supports the agency's mission by leveraging advanced ITAM processes to ensure accurate asset tracking, operational transparency, and regulatory adherence. This individual specializes in publisher-specific toolsets, drives license optimization through tailored workflows, and contributes to enterprise ITAM operations to ensure regulatory compliance success at CMS.

HOW YOU WILL MAKE AN IMPACT:
  • Design scalable SAM solutions leveraging out-of-the-box ServiceNow capabilities.
  • Translate business and product requirements into technical designs aligned with platform best practices.
  • Ensure solutions and application are aligned with Common Service Data Model (CSDM), CMDB architecture, ITAM/SAM data models
  • Collaborate with architects to define integration patterns and system architecture.
  • Configure and develop within ServiceNow SAM, including software models and normalization support, license entitlements and reconciliation logic, SaaS License Management workflows, custom reports and dashboards
  • Develop using platform-native tools including Flow Designer, Business Rules, Script Includes, and IntegrationHub
  • Implement and optimize advanced SAM Pro capabilities such as Publisher Packs, Reclamation workflows, SaaS usage integrations
  • Support automation of license reconciliation and compliance tracking.
  • Build and maintain integrations with Discovery and inventory tools, procurement and ERP systems, cloud platforms and SaaS providers
  • Use REST/SOAP APIs and IntegrationHub spokes following secure and scalable patterns.
  • Partner with CMDB and Discovery teams to improve data ingestion and normalization.
  • Enforce ServiceNow development standards
  • Participate in code reviews and ensure adherence to development guidelines.
  • Maintain documentation for configurations, customizations, and integrations.
  • Monitor and optimize platform performance related to SAM processes and data volumes.
  • Identify and resolve bottlenecks in reconciliation, reporting, and workflows.
  • Ensure scalability for large enterprise environments.
  • Work within Agile/Scrum environment to deliver incremental value.
  • Collaborate with Product Managers and Product Owners on backlog refinement and technical feasibility.
  • Support testing, deployment, and release management activities.
  • Act as a subject matter expert for ServiceNow SAM and ITAM development.
  • Contribute to establishing development standards and reusable components.
  • Evaluate new ServiceNow releases and features for SAM enhancements.
  • Recommend improvements to increase automation, usability, and efficiency.
  • Support adoption of emerging capabilities such as AI-driven insights and automation.


WHAT YOU'LL NEED TO SUCCEED:
  • Education: Bachelor's degree in Computer Science, Information Technology, or related field or the equivalent combination of education, professional training, or work experience
  • Required Experience: 5+ years of ServiceNow development experience
  • Required Technical Skills: Hands-on experience implementing ServiceNow SAM; Strong proficiency in JavaScript and ServiceNow scripting (Business Rules, Script Includes, APIs); Experience with integrations (REST/SOAP, IntegrationHub); Experience with ServiceNow Discovery, CMDB, and ITAM modules; ServiceNow Certified System Administrator (CSA) or ServiceNow Certified Application Developer (CAD)
  • Attributes for success: Strong problem-solving and technical design skills; Deep understanding of ServiceNow platform architecture; Attention to detail and data integrity focus; Ability to balance technical and business requirements; Mentorship and leadership capabilities
  • Preferred skills: 8 + years of ServiceNow development experience preferred; SAM Pro strongly preferred; ServiceNow Certified Implementation Specialist - Software Asset Management (CIS-SAM); Understanding of software licensing concepts and compliance processes; Familiarity with ITIL and ITAM frameworks
  • Location: 100% remote
  • Security Clearance Level: Must be clearable for a CMS Public Trust - Applicants shall have lived in the United States at least 3 out of the last 5 years prior to going through the public trust background investigation and submitting an application for a Federal ID Card

The likely salary range for this position is $127,500 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
