The Senior ServiceNow ITOM Discovery SME is responsible for the architecture, implementation, and continuous improvement of the Configuration Management Database (CMDB) and ITOM Discovery capabilities within the ServiceNow platform. This role ensures accurate, reliable, and actionable configuration data to support IT Operations, Service Management, Security, and business services. The engineer will lead efforts to mature CMDB health, align with the Common Service Data Model (CSDM), and implement scalable discovery patterns and integrations that provide visibility across SeviceNow instances.

This role supports the agency's mission by leveraging advanced ITAM processes to ensure accurate asset tracking, operational transparency, and regulatory adherence. This individual specializes in publisher-specific toolsets, drives license optimization through tailored workflows, and contributes to enterprise ITAM operations to ensure regulatory compliance success at CMS.

HOW YOU WILL MAKE AN IMPACT:
  • Design, implement, and maintain CMDB architecture aligned with ServiceNow best practices and CSDM framework.
  • Define and enforce data models, class structures, and relationship integrity.
  • Establish and maintain CMDB governance processes, including:
    • Data ownership and stewardship
    • Certification and attestation workflows
    • Data quality policies and standards
  • Drive CMDB maturity initiatives focusing on completeness, correctness, and compliance.
  • Configure and manage ServiceNow Discovery for data centers, cloud environments (AWS, Azure, GCP), and endpoints, network devices, servers, databases, and applications
  • Develop and maintain Discovery schedules and credentials, MID Server infrastructure (installation, scaling, hardening), probes, sensors, patterns, and classification rules
  • Troubleshoot discovery issues and optimize performance and coverage.
  • Ensure credential management aligns with security best practices.
  • Ensure accurate CI relationships to support impact analysis and incident/problem management.
  • Monitor and improve CMDB SW data health using ServiceNow CMDB Health Dashboard
  • Identify and remediate duplicate, stale, or orphaned SW CIs.
  • Implement automated data reconciliation and normalization strategies.
  • Align discovery data with other data sources (e.g., SCCM, cloud APIs).
  • Design and maintain integrations between ServiceNow and external systems including cloud platforms (AWS, Azure, GCP), endpoint management tools (SCCM, Intune, JAMF), and monitoring and event management systems
  • Ensure data ingestion aligns with Identification and Reconciliation Engine (IRE) standards.
  • Define authoritative SW data sources and reconciliation rules.
  • Automate discovery operations and CMDB maintenance using Flow Designer, Business Rules, IntegrationHub
  • Develop reusable patterns and scalable configurations.
  • Support SW CI lifecycle automation from provisioning through decommissioning.
  • Provide advanced troubleshooting for discovery failures, CMDB inconsistencies, and integration issues.
  • Act as a subject matter expert (SME) for CMDB and Discovery
  • Ensure discovery and CMDB and Discovery processes comply with organizational security policies.
  • Implement secure credential storage and access controls.
  • Support audit readiness with traceable and reliable configuration data.
  • Stay current with ServiceNow releases and ITOM enhancements.
  • Evaluate and implement new capabilities such as Agent Client Collector (ACC), Service Graph Connectors, Event Management and AIOps integrations
  • Drive CMDB and Discovery maturity toward higher levels of automation and trust.


WHAT YOU'LL NEED TO SUCCEED:
  • Education: Bachelor's degree in information systems, Business, Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience
  • Required Experience: 3-5+ years of hands-on experience with CMDB and ITOM Discovery.
  • Required Technical Skills: Strong understanding of CMDB design and data modeling, ServiceNow Discovery architecture (MID Servers, probes/sensors, patterns), and Identification and Reconciliation Engine (IRE); Experience with cloud discovery (e.g. AWS, Azure, GCP); Familiarity with ITIL processes and frameworks; Scripting experience (JavaScript, REST/SOAP APIs)
  • Attributes for Success: Strong analytical and problem-solving skills; Deep technical expertise with a systems-thinking mindset; Data governance and quality focus; Ability to translate technical configurations into business value; Effective communication and cross-functional collaboration
  • Preferred Skills: ServiceNow Certified System Administrator (CSA); ServiceNow Certified Implementation Specialist - Discovery (CIS-Discovery); ServiceNow Certified Implementation Specialist - Service Mapping (CIS-SM); Experience implementing CSDM in large enterprises; Knowledge of networking, infrastructure, and application architectures

  • Security Clearance Level: Must be able to pass a CMS Public Trust - Applicants shall have lived in the United States at least 3 out of the last 5 years prior to going through the public trust background investigation and submitting an application for a Federal ID Card

The likely salary range for this position is $119,000 - $161,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
