Overview

This position reports directly to the Director of Security. The Facility Security Officer is responsible for developing, implementing, and managing Industrial Security strategies and policies across BIW facilities.

Key Responsibilities

Safety Leadership:

  • Manage safety performance of Industrial Security personnel.
  • Ensure consistent Security safety standards and procedures across facilities.
  • Address systemic safety concerns and implement standardized solutions.

Project Execution:

  • Responsible to ensure that the organizations maintain a record of satisfactory compliance in the areas of Industrial Security and all applicable federal regulations.
  • Develop and revise security plans and procedures using the 32 CFR Part 117, National Industrial Security Operating Manual (NISPOM), as well as any other specific programmatic instruction manuals.

Industrial Security Management:

  • Responsible for ensuring that BIWs Industrial Security personnel are properly equipped and trained to perform in such a way, as to fully support and complement the operational, schedule, strategic and business objectives of the company.
  • Interpret and enforce Government and company policies as well as provide direction and guidance to employees.
  • Conduct investigations of non-compliance government and company regulations.
  • Lead Government Security reviews as well as any internal audits.
  • Lead and manage BIWs Classified Escort Program.
  • Work closely with ISSMs, IT staff, and program security personnel to ensure adherence to cyber security policies.

Training and Development:

  • Improve workforce capabilities by identifying needed training and development.
  • Lead and develop succession planning and professional development within the Industrial Security department.
  • Manage performance and reinforce desired workforce values and behaviors.
  • Develop and conduct general and program specific briefings and training.

Team Collaboration and Communication:

  • Establish and communicate work expectations; assess overall workforce performance and productivity; and positively motivate the workforce.
  • Respond to the needs of external agencies and coordinate with and support all BIW & GD Corporate Office/internal organizations.
  • Interface with program managers and maintain strong relationships with Defense Counterintelligence & Security Agency (DCSA), NAVSEA, and SUPSHIP.
  • Provide security guidance and education to company personnel and advise Senior Management.
  • Support of other security departments within the organization to include Physical Security, Communications Security (COMSEC), Document Control, and Visitor Control.

Continuous Improvement:

  • Oversee innovation and continuous improvement efforts within the organization.
  • Apply consistent Business Operating Service (BOS) principles across the Industrial Security program.
  • Experience in implementing and monitoring continuous improvement initiatives to improve quality, compliance, reduce processing time, and reduce costs.
  • Develop and implement improved methods of inspection preparation, audits, and analysis of the security function to determine performance and cost effectiveness.
  • Conduct formal self-inspections overseeing implementation/completion of corrective action plan.


Responsibilities

  • Associates degree or equivalent work experience in related fields required.
  • Preferred completion of CDSE course Facility Security Officer Program Management for Possessing Facilities.
  • Current CompTIA Security+ certification is preferred.


Qualifications

  • Must be able to receive and maintain a final Top-Secret Clearance.
  • Preferred 3+ years experience in a leadership or management role.
  • Experience as an FSO, Assistant FSO, ISSM, ISSO, or Department of Defense Security Manager is preferred.
  • Experience with DISS, NISS, NBIS, eMASS, and SIMS systems is preferred.
  • Experience in prime/subcontractor security support and drafting of DD254s is preferred.
  • Experience managing a COMSEC account, COMSEC fill devices, cryptographic keying material, and controlled cryptographic items is preferred; KMI/COMSEC Manager Course completion is highly desirable.
  • Working knowledge of compliance and guidance using the NISPOM, STIG, and DCSA Assessment & Authorization Process Manual (DAAPM) is preferred.
  • Experience in Risk Management Framework (RMF) processes and procedures.
  • Experience in establishing and managing Secret Internet Protocol Router Networks (SIPRnet) is preferred.
  • Experience auditing network environments with multiple operating systems and applications such as Windows and Linux is preferred.
  • Experience in writing comprehensive investigations, adverse information, suspicious contacts, violations, infraction or administrative inquiry reports is preferred.
