Job Description:
GDIT's Federal Health Business Sector is hiring a Strategic Discovery and Stakeholder Relations Lead to support the Department of Health and Human Services' (HHS) Health Resources and Services Administration (HRSA) Organ Procurement and Transplantation Network (OPTN) Modernization Initiative.
Must be local to the Rockville, MD area with the ability to work at the customer site regularly/ weekly.

You should be comfortable working with ambiguity and able to create clarity from diverse and sometimes conflicting data sources to support the Modernization discovery process on a large federal IDIQ contract.
HOW A Systems Discovery and Synthesis Specialist WILL MAKE AN IMPACT:
- Lead and execute a robust discovery strategy to map the ecosystem.
- Consolidate and analyze data from various sources, including technical documentation, stakeholder interviews, and system logs.
- Develop and maintain a comprehensive system component inventory and relationship map.
- Reconstruct end-to-end workflows, linking IT systems to business processes.Conduct in-depth data flow analysis across the ecosystem.
- Create visual representations of system architecture, data flows, and process maps.
- Analyze and document API specifications and service interactions.
- Identify and document system interdependencies and integration points.
- Perform gap analysis between current system state and requirements.
- Synthesize findings into clear, concise reports and presentations for various stakeholders.
WHAT YOU'LL NEED TO SUCCEED:
- Bachelor's Degree or equivalent experience
- 8+ years of experience in systems analysis, preferably in healthcare IT environments.
- Strong analytical and problem-solving skills with attention to detail.
- Proficiency in data analysis and visualization tools
- Experience with enterprise architecture frameworks and modeling techniques.
- Strong understanding of IT infrastructure, APIs, and data management concepts.
- Excellent written and verbal communication skills, with ability to represent complex systems and processes visually.
- Demonstrated ability to synthesize complex information into clear, understandable formats.
- Experience with discovery processes, system development, and process implementation methodologies.
- Proficiency with Microsoft Office suite, especially PowerPoint and Visio for creating presentations and process diagrams.
- Strong systems thinking ability to understand and analyze complex systems holistically.
- Proven track record of working effectively in team environments and collaborating with diverse stakeholders.
- Adaptability and flexibility to work with limited or changing information.Meticulous approach to data analysis and documentation.
- Must be able to obtain up to a Public Trust Level 5 clearance with HRSA
DESIRED QUALIFICATIONS AND EXPERIENCE:
- Master's degree
- Experience in healthcare IT or organ transplantation systems.
- Familiarity with organ procurement and transplantation processes and regulations.
- Experience with reverse engineering of complex systems.
- Familiarity with data governance and compliance requirements in healthcare.
- Ability to manage and present to diverse stakeholders effectively.
- Experience in combining data from multiple sources to create cohesive insights.

The likely salary range for this position is $76,690 - $94,818. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
