Responsibilities for this Position

General Dynamics Mission Systems has an immediate opening for a Supply Chain Specialist in our Marion, VA location. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation's fundamental defense services. General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

REPRESENTATIVE DUTIES AND TASKS:
Supports proposal activities with creative solutions to meet Program needs and requirements
Reviews and analyzes purchase requisitions
Coordinates purchasing activities with internal partners to acquire products and services in a cost effective and timely manner
Processes purchase requisitions, purchase orders, purchase order revisions, and requests for quotes to suppliers
Performs price analysis for materials, components, equipment and services
Monitors the cost, schedule and scope of assigned procurements to negotiate highest quality at best value
Identifies new suppliers as required
May recommend cost saving proposals or alternative sources
Interacts with suppliers and QA to resolve quality issues
Works with management to address all aspects of supply chain management, including procurement support, commodity business plans, market trends assessment, pricing, and product availability
Performs cost or price analysis on procurements of low to moderate value, risk and complexity
Identifies potential resources for required materials and services and develops and issues request for proposals
Participates on proposal evaluation teams in fact finding, technical evaluation, and cost/price analysis
Reviews requirements document (i.e., requisition, statement of work, drawings, and specifications) for clarity and adequacy
Receives, reviews, and evaluates supplier proposals to ensure they meet proposal requirements
Supports the overall business goals to reduce cost, improve quality, and ensure compliance
On proposals, procurements, and agreements, negotiates and documents terms and conditions, price, delivery, quality, and performance requirements
Prepares and issues purchase orders and agreements, and ensures all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure

Additional Tasks:
Coordinates and executes risk assessments and plans for low to moderate risk procurements
Participates in Commodity Team activities
Negotiates pricing, discounts, and terms and conditions
Performs supplier relationship management
Acts as liaison between the Program team, other functional areas and suppliers
Support continuous improvement activities to drive material commonality and cost, schedule and risk reductions
Works on a diverse range of low to mid-level complexity problems
Works under limited direction

KNOWLEDGE SKILLS AND ABILITIES:
Basic understanding of relevant policy and procedures, including Quality processes, Counterfeit Parts, and other compliance requirements such as General Dynamic's policies/procedures, federal, state, Federal Acquisition Requirements/DFAR, and local laws.
Ability to work and succeed in a fast-paced, deadline driven procurement/proposal environment while demonstrating strong presentation, communication, team building and leadership skills
Proficient in the applicable Microsoft Office Suite tools
Demonstrated ability to perform price analysis as required by policy
Good understanding of procurement laws and regulations
Good analytical skills
Good negotiation skills
Ability to quickly understand the ERP/MRP systems and apply procurement strategies
Superior attention to detail skills
Superior computer software skills, proficiency with Excel, Word, and ability to learn Procurement Applications/Tools
Strong administrative, organizational and time management skills
Excellent interpersonal and communication skills, verbal and written
Basic knowledge of procurement practices and principles
Professional acumen and general business awareness

Department of Defense security clearance is at time of hire.
