Basic Qualifications

A minimum of a Bachelor's degree in a related field or the equivalent experience is required. In addition, a minimum of 5 years of Human Resources experience is required. A Master's degree plus a minimum of 3 years of relevant experience is preferred.

Due to the nature of work performed within our facilities, U.S. citizenship is required.

Successful completion of a background check and drug screen is required.

Responsibilities for this Position

General Dynamics Mission Systems has an immediate opening for a Workforce Relations Specialist to join us in our Marion, VA location consisting of 450 employees (150 Salaried and 300 Bargaining Unit). The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation's fundamental defense services. General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

REPRESENTATIVE DUTIES AND TASKS:

•Implements and administers human resources programs, policies, and practices as a standalone resource or in a shared-services HR model for both union and non-union employees

•Responds to employee inquiries, questions and complaints; provides information, guidance and direction on HR programs, processes, and procedures to employees and managers

•Tracks and compiles issue logs and complaints; provides feedback on HR policy and programs to area specialists and management

•Performs Human Resources related duties at the professional level for a variety of functional areas including employee relations, training, employment, relocation, labor relations, affirmative action and employment equity programs

•Assists in the administration, development and implementation of department programs, policies and practices

•Conducts employee relations counseling, outplacement counseling, and exit interviewing

•Participates in staff meetings and attends other meetings and seminars as assigned by Human Resources Management

•Conducts research and evaluates data in support of assigned goals and makes recommendation for corrective action and continuous improvement

•Subject matter expert (SME) in one discipline/field and developing working knowledge in adjacent disciplines/fields

•Partners with employees and management to communicate various Human Resources policies, procedures, laws, standards and government regulations

•Responds to and counsels employees with work related issues and requests including, but not limited to harassment allegations and civil rights complaints

•Keeps apprised of federal, state, and local employment laws and regulations in order to ensure Company compliance

•Travel may be required

•May require a security clearance

KNOWLEDGE SKILLS AND ABILITIES:

  • Will have thorough knowledge of Labor Relations Management in a manufacturing setting, with proficiencies that include grievance handling, formal labor negotiations and day-to-day involvement with collective bargaining contract language issues
  • A seasoned, experienced professional with a full understanding of area of specialization; resolves a wide range of issues in creative ways
  • Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors
  • Demonstrates fully proficient judgment in selecting methods and techniques for obtaining solutions
  • Networks with senior internal and external personnel in own area of expertise
  • Normally receives little instruction on day-to-day work, general instructions on new assignments
  • Fully proficient ability to objectively coach employees and management through complex, difficult, and emotional issues
  • Shows initiative on assignments, exercises independent judgment and professionally executes projects with little direction

  • Fully proficient analytical and problem solving skills
  • Strong organization and interpersonal skills
  • Strong communication skills, both verbal and written
  • Proficient in all Microsoft Office programs
